The ENLACE y Avance partnership includes UCSB, Santa Barbara City College, Oxnard and Ventura Colleges (both of which are Hispanic-Serving Institutions), the Ventura County Superintendent of Schools, K-12 districts, community-based organizations, businesses, and government.

Because the ENLACE y Avance partnership encompasses over seventy partners spread across a broad geographic region, it has organized itself into three clusters. These clusters are chaired by Site Liaisons (Sandra Avalos, Assistant Dean of Off-Campus Affairs for Ventura College, Dr. Steven F. Arvizu, President of Oxnard College, and co-PIs Dr. Denise Segura and Dr. J. Manuel Casas in Santa Barbara). The infrastructure developed to support the work of the partnerships includes the co-Principal Investigators, the full-time ENLACE Project Coordinator, the part-time ENLACE Project Manager, and two part-time ENLACE Project Assistants. Partnerships are inclusive and fully representative across all sectors, as noted above.
