The Department of Defense (DoD) funds a large share of its university research through Broad Agency Announcements (BAAs). This page lists long-running DoD BAAs that are currently open to university researchers, grouped by department or agency.
What is a BAA?
A BAA is a general announcement of an agency's research interests. Unlike a typical funding opportunity with a single deadline, most BAAs stay open for several years and accept submissions on a rolling basis. A few things to know:
- Talk to the program officer first.
Most BAAs list technical points of contact. A short conversation about your idea is the best way to find out whether it fits their current priorities. - Many start with a white paper.
Agencies often ask for a short white paper or quad chart before inviting a full proposal. - Proposals are reviewed on their merits.
Submissions are evaluated individually against the BAA's criteria rather than ranked against each other in a single competition. - Awards can be grants, cooperative agreements, or contracts.
Contract-based BAAs are posted on SAM.govrather than Grants.gov. - BAAs are renewed regularly.
